AbstractO litoral norte paulista compreende uma faixa litorânea de aproximadamente 100 km, na qual se localizam os municípios de Ubatuba, Caraguatatuba, São Sebastião e Ilhabela, onde se encontram distribuídos cerca de 290 mil habitantes que desfrutam de toda beleza cênica oferecida por praias, cachoeiras, ilhas e o bioma Mata Atlântica. Sabe-se que atualmente a região está vivendo um processo que poderá desencadear ainda mais os processos negativos, como também contribuir para a melhoria da qualidade da região e consequentemente de seus moradores. Estamos nos referido à duplicação da rodovia dos Tamoios, a ampliação do Porto de São Sebastião e o campo de petróleo Mexilhão - todos estes investimentos podem desde que se tenha um diagnóstico da região, vir a contribuir para um desenvolvimento mais igualitário e ordenado. Visto que os dados utilizados no trabalho ainda não foram divulgados no censo IBGE 2010 e a criação do atlas está baseada apenas no censo do ano de 2000, o que proporciona uma análise defasada, o objetivo do trabalho foi, além de obter um diagnóstico socioeconômico, também formular uma metodologia, a qual pudesse ser aplicada no censo de 2010 quando este for publicado, e, a partir de então, elaborar um terceiro produto que seria resultado da comparação entre os dois diagnósticos. O presente trabalho se baseou em dados censitários e socioeconômicos do Instituto Brasileiro de Geografia e Estatística - IBGE, e em dados socioeconômico da Fundação Sistema Estadual de Analise de Dados SEADE. Após a seleção e o tratamento desses dados, os mesmos foram introduzidos em um sistema de informação geográfica, o SPRING 5.1.8 e o TERRA VIEW 4.2.0. Com a elaboração do plano cadastral foram feitas as análises espaciais e cruzamentos entre as duas variáveis permitindo desta forma obter novas informações, utilizando-se parâmetros de agrupamento das variáveis no modo quantil e passo igual. Em todos os quatros municípios as áreas centrais mostram-se lugares com alta disposição espacial de equipamentos urbanos e infraestrutura, são lugares onde o investimento de capital entrou de forma mais efetiva viabilizando o turismo, e consequentemente aumentando o custo de vida dessas regiões centrais. No entanto este caráter seletivo do capital, assim como em qualquer outro lugar, gera uma segregação espacial, expulsando a massa dessas áreas e a jogando em lugares periféricos, com baixa disposição de equipamentos urbanos e infraestrutura, e em alguns setores, distantes da areia, tornando o lugar estranho ao caiçara, este que tem sua maior identificação com a praia. ABSTRACT: The north coast paulista comprises a coastal strip of about 100 km, which is located in the cities of Ubatuba, Caraguatatuba, São Sebastião and Ilhabela, which there are about 270 000 inhabitants who enjoy scenic beauty offered by all beaches, waterfalls, islands and the Atlantic Forest biome. It is known that the region is currently experiencing a process that could trigger further negative processes, but could also contribute to improving the quality of the region and therefore of its residents. We are referring to the duplication of the highway Tamoios, the expansion of the Port of São Sebastião and Mussel Oil Field. All of these investments might potentially contribute to a more equitable and ordered development, as long as you have a diagnoses of the region. Since the data used in the study were not disclosed in the IBGE 2010 census and the creation of the atlas is based only on the census of 2000, which provides a lagged analysis, the objective was, besides getting a socioeconomic diagnosis, also to formulate a methodology, which could be applied in the 2010 census when it is published, and, thereafter, develop a product that would be the third result of the comparison between the two diagnoses. This study was based on census data and socioeconomic Brazilian Institute of Geography and Statistics - IBGE, and data socioeconomic Foundation State System of Data Analysis - SEADE. After the selection and the processing of such data, they were put into a geographic information system, the SPRING 5.1.8 and TERRA VIEW 4.2.0. With the development of the plan cadastral the spatial analysis and the crosses between the variables were made thus allowing for new information, using parameters of the grouping variables in order quantil and equal step. In all four cities the central areas showed up places with high spatial arrangement of urban facilities and infrastructure; these are places where capital investment entered more effectively enabling tourism, and consequently increasing the cost of living of these core regions. However, this selective character of capital, as well as elsewhere, generates a spatial segregation, forcing the mass of these areas out and throwing them into peripheral places with low provision of urban facilities and infrastructure, and in some areas, far from the "sand" , making it a strange place to the caiçara, who has a deep identification with the beach.
